I (finally) located "maka" in a Sanseido dictionary but as part of "摩訶不思議" and even "摩訶不思議な出来事" (exactly as used in HP!):

まかふしぎ
摩訶不思議

"mysterious; miraculous ~な出来事 a mysterious occurrence."

I read somewhere that 不思議 is also a Buddhistic word, so I suppose it makes sense to have まか不思議.
