It is in fact a different language from Japanese. The Japanese language family includes 12 languages, one of which is Japanese and the rest of which are Ryukyuan languages, according to Ethnologue: Languages of the World, 14th Edition by SIL.
Calling Ryukyuan languages Japanese dialects is more political than linguistical. It's the same as calling Chinese languages dialects.
