Just my guess, but it seems like "being employed" would apply to the guardian family, maybe to demonstrate that they have the means to care for the child. My reading is that the child lost his/her parents on 20 March 1955, and the new guardians have legal status beginning 26 December 1955. The actual written report was received or filed later, on 6 January 1955.
Due to an abscense of parental authority figures as of 20 March 1955,
guardianship is hereby given to the stated employed head of household and his wife, effective 26 December 1955.
Report received 6 January 1956.
